move card when checklist completed

Can I create a rule on a board that refuses to move any cards from one list to another unless the checklist on the card is completed?

So there's not a way to prevent it from moving, but a workaround is to say that when a card is moved into another list with any incomplete checklists, move it to another list and a comment tagging the user who did it (just use the {username} variable) that tags them and says "please complete the checklist before moving the card over".
