manage users when adding free workspace to enterprise

We are new to Enterprise and need to add our previously free workspaces to enterprise.
When we do that, the workspace members become Enterprise members. We need to change some of them to multiboard guests, but I cannot understand how to do that. If I deactivate the user in Admin Dashboard, I still can´t add the person as a board guest. My only choice is "member" or "observer".
How should I do this?

If a user is a Workspace member when you make a free Workspace an Enterprise Workspace, they will be assigned an Enterprise license. If you want to just make them a multi-board guest instead, you'll need to remove them from the Workspace, then deactivate their Enterprise license. 

Admins, members and Observers are just membership statuses at a board level. They have no effect on whether or not someone is a Workspace guest. A Workspace guest is simply someone who has been added to one or more boards in a Workspace but not to the Workspace itself. This doesn't take into account whether or not they're an admin, member or Observer on the boards they've been added to.
