Hello, thank you in advance for this opportunity to contact you. It is possible to include an administrator for each list, that is, all the tasks in that list will be assigned to that or those members, and when moving the task from the list, the previously assigned members will be added to those indicated in the new list, this on a trello board? Thanks!!

Trello doesn't support having admins on the list, but admins are supported for the workspace and boards. With that said, you can't have an admin for each list. But as @Dreamsuite Mike suggested, you can use Butler to automate a few things and remove/add members on each list when a card is moved to a specific list. However, keep in mind that even by doing so, all members will have the ability to edit/move cards found on all lists.
There isn't built in functionality to do this but you could certainly do something to build this functionality with automation. You can have an automation to assign a specific member to the card as it goes into a list:
"when a card is moved into list "List 1", remove all members from the card and add the member @list1member to the card"
