Why does transfer board fail?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

I've have successfully transferred a lot of boards startede from my workspace and then to another member. However, now I have 1 board that won't be transferred away from my workspace. 

 

The Errormessage: This is most likely due to the boards having restrictions on who can be added. You may need to have the target member be added to the Workspaces the boards belong to.

The board isn't private. I have moved her from my workspace. I've removed my self as member. I've tried all... 

What can I do?

Hey Maria,

Welcome to the community, 

This could be a permission on the new Workspace forcing all members to be part of the Workspace to be on a board,
