(1) First, I get connected to the Microsoft App store and I log in
(2) Then, I search for the Trello app and find it
(3) I click on the install button, and I see a notice that says, "Pending" for several minutes.
(4) After some time, the Notice changes to
(5) After many, many minutes, no progress is made, and my Downloads folder has no evidence of a Trello Installer being downloaded.

Thanks for raising this question! Sorry to hear you've experienced this issue.
I must admit I haven't seen any similar reports lately. Could you please try accessing the MS App Store via a different browser?
You can also try downloading Trello from another location using another internet provider (for example, a different WiFi or mobile data).
Do you by any chance use any VPN, antivirus, firewall, or proxy software on your device?
