What's the best way to create a new board based on last year's completed project?

We run annual events. Each year we make improvements to our project to dos.

We have previously used Basecamp which has the option to create a template based on a completed project - all items are in their correct categories ('lists') and we only need to go through and allocate people and dates to each item.

Is there any way to replicate this process in Trello? I don't believe a template will work as we add new to do items as we go which we want to include in the following year, but other items may have been completed and moved to a complete list or archived already.

We could move all to a complete list but this is not ideal as it clogs up the screen and means we would have to reallocate every card to its correct list each year.

We would prefer to archive completed cards, but there doesn't appear to be a way to restore all archived cards to their respective lists at the end of the project, is there?

Would love any suggestions as to how to have the most up to date project list to start our event process every year, without a lot of admin moving individual cards around. 

We are on the free version currently but looking to upgrade to Business Class soon.

mm, how about just copying the current board. Menu>More>Copy Board. Then creating something in Butler (only enabled during this yearly event) that will go through all the cards, removing all people, due dates, etc? Comments and Activity are not copied over when you Copy Board

One way to do the rule is via Card Button:

You can also remove stickers or all manner of things as well. Be careful that the first command is Links and not Linked Items as that will add an attachment to every card. The last 2 command is just to clean up after itself.
