What makes a managed enterprise member to join a board?

l'd like to share a board to my colleague, however, a error message popped up, showing that 'it can only be shared a managed enterprise member? What makes a managed enterprise member?

Hey @Shirley Xu,

Enterprise admins can impose a set of security settings on their users to prevent users that their organization doesn't manage from joining and having access to Enterprise boards and Workspaces. If your organization doesn't manage the user you're trying to invite to your board, that's the reason you're seeing this message.
