Using Collections to group and manage boards

I run a building services company. 
We have circa 25 Clients. 
Each client has several building locations/sites. 
We carry out multiple tasks on each site. 

I would like to have main workspace boards representing clients.
I would like to open up individual clients boards to reveal individual sites. 
I would like open up a site and see an ever building number of new tasks, work in progress and completed tasks 

can this be organised with premium?

What you are describing does not require premium since card and board links are available regardless of plan.

However, if you are using Trello for your company / client projects you will probably need a minimum of a standard plan since it comes with custom field and if you need something like maps on our card then you will need premium on your workspace.

What you want is to establish clear dependency between client and client/sites and sites/tasks
