I want to Create a Rule that when checklist item completed then member of next checklist Item is added and the previous is removed

This could be done with automation. You would need several things.

A 'lookup' card with the member information
It would have to be that you build the checklist from a checklist template so that on the working card, only when an item is checked, does the next unchecked item get added.
When it gets added, you could do a lookup for the member card and add the username to the checklist item

You probably can’t do it without use of some api since you cannot add a member without selecting a specific member while creating the automation.
