I want to Create a Rule that when checklist item completed then member of next checklist Item is added and the previous is removed

This could be done with automation. You would need several things.

  1. A 'lookup' card with the member information
  2. It would have to be that you build the checklist from a checklist template so that on the working card, only when an item is checked, does the next unchecked item get added. 
  3. When it gets added, you could do a lookup for the member card and add the username to the checklist item

You probably can’t do it without use of some api since you cannot add a member without selecting a specific member while creating the automation.
