I want to track two kinds of actions to make service quality reporting:
1. How fast the card was reacted (what time passed it was rescheduled from 1st column to another).
2. How fast the card was closed (what time passed since it's creation till it came to "last" column).
Is it possible? Is it possible in specific plan?

With paid Trello accounts you could maybe use automations and custom fields to kind of get this. You would create custom date fields to show when the card was moved to different lists, then use automations to fill in the dates that happened. This would be a fair amount of manual work but you get it for free with paid Trello accounts.
You can also look to use a reporting tool like Blue Cat Reports which has a Time to Complete chart which can show time to complete individual steps as well as the whole process. If you are interested in that you may also be interested in tracking cards spending too long in their current lists so you can find those cards which will be slow before they are done.
