Interested to shift from free to premium for my team but wondering how this will work exactly. My team would need edit ability but we have other stakeholders that we may want them to view / not edit boards.

Would all users need a license even if they are just viewing ?

The following link should help answer most of your questions -

To provide restricted access to a board you probably need to add those stakeholders as "observers"

You can also add your team members to a board as guests but if you add them to more than one board they will become multi-board guests and you will be charged
