@Ashish Kalal there's a distinction between team members and board members. Anyone who is a member of a board, will have full permissions on that board.
However, you can create a board, make it team visible and then disable self-join. This will mean that team members can see the cards and links etc. but can't interact with them.
The boards they're not a member of will not show up in their boards menu, but they can go to the boards page for the team and choose which board to look at.
You can enable commenting from team members who are not members of the board also.
