Permanent deletion of an unauthorized board on workspace

I'd like to request a permanent deletion of a board on my workspace. An admin member of my team created this unauthorized board and says he "has no access to delete anything" despite me reinstating his admin status (I had downgraded him to a member after the fact) and given him the instructions on how to do so with this link: https://support.atlassian.com/trello/docs/deleting-a-board/

I am unable to delete this board myself even though I am the main admin of the workspace. Go figure.

Perhaps this will work:

- Make him admin again

- Make him log in and invite you to the board (or make you admin if already on the board)

- Once you are admin you should be able to close and then delete the board
