The original admin on this account no longer works for the company. I need to get access to our full account and understand more about what we are paying for. How to use the system and to get someone else access that will be also managing the platform. Need a representative to contact me. I can provide the last billing statement what was paid for on this account.

The way to "change" admin on an Atlassian system, or change the billing or technical contact, is to add the new person, then remove the one who has left. You can have many people in any of those roles, and it is always strongly recommended that you have at least 3 people (not as a full time job, just 2 extra people to step in when the main one is ill, away, or leaves)
If you do not have admin access and your leaver was the only one who did, then you'll need to contact Atlassian support. For most systems, support.atlassian.com/contact is the place to visit, but for Trello, it is better to go to https://trello.com/contact#/ and use the last option on the page (the other options will bring you back here, or to documentation)
