I'm wondering if it's possible to change the e-mail address associated with an active account (billed) without losing the workspace.
Also, is it possible to export existing automated rules from one workspace to another?

Yes, definitely possible to change your email without affecting your Workspace membership. You can do so here: https://id.atlassian.com/manage-profile/email.
You can also update the billing contact email under your Trello Subscription using the steps here: https://support.atlassian.com/trello/docs/invoices-and-receipts-for-your-trello-subscription/#Billing-contacts. This will ensure you receive any invoices.
Regarding exporting automations, there's not currently a way to easily export them. I have added your feedback to the feature request and pass on your interest to the team. That being said, we do have Automation Libraries (formerly command libraries) which allows you to share commands with other users in the Workspace: https://support.atlassian.com/trello/docs/working-with-command-libraries/.
