@Mariah V you can do this in a way using the API, by unarchiving any card that someone archives who isn't an admin. This won't protect against malicious behaviour, though, because they can archive and delete faster than anything connected to the API can react.
But for protecting against accidental or inadvertent archiving the API is suitable. Here's an example of how to do it in Trellinator:

You may want to consider an internal procedure for your team where individuals move completed cards to a Done list, and each week the admin users can move the Done list to a separate board where only they have access. You could do this weekly or month and then name your list the week or month to keep record of what was competed each week or month.
You could also check the archives daily/weekly and talk to your team about the importance of them not archiving cards, until the procedure becomes habit for team members.
