I use Trello for GTD and I have a list devoted to "Agendas" which is basically a list of cards all named with different people I interact with ona regular basis and I want to keep track of everything I needs to discuss with them. The rest of my board are lists of action items. Therefore, there will be action items sprinkled around the board related to that one person that I would like to automatically link to the agenda card so I can pull up all cards related to that person. So for example, I have an Agenda card named "Maria" for all the items I need to discuss with Maria. I may have action items named "Speak to Maria about the budget" and "Send Maria the quarterly report" and I want an easy way for them to automatically link to the agenda card so I can pull up that card and have all the action items right there without searching. Any ideas?
Another option is to go to https://trello.com/{username}/cards. It doesn't directly answer your question, but it is a solution to view someone else's cards in one place where you can then sort by due date/board. You can find this by just replacing the username in the URL with the member's username, or going to the members section of your workspace settings and selecting the "on x boards" link next to their name - you should see an option there to view their cards. You might want to bookmark these URLs and put them in a folder so you can easily navigate back to them.
I would suggest adding the related items to the "agenda" cards as check-items, and then using Butler to automatically turn those items into linked cards. You might also want to label the agenda cards with the name of the person, so that when butler generates a card from a card's check-item, the label copies over to that card. That way, all action items will be labeled with the relevant member and you'll then be able to filter the board on those labels (you might want to make them grey so they don't show on the front of the card).
Additionally, because you now have linked cards, you can create cascading rules (e.g. when a card is moved to the done list, completed the linked check-item).
It won't work retroactively, but you can take the URLs from the existing cards and paste them into the checklist to create a linked item.

Thanks! The issue is the cards are first created in the action lists and then i need to add them to the agenda cards, not the other way around. Thats where im having a hard time

Ok gotcha - if the cards are created first in the actions list, you can then search for the "agenda" card and add the cards into that card either as check-items or attachments. I've created a quick video to demonstrate:
