I have a workspace called " HR Department" and inside I have 2 boards:
I have a single guest user on the task tracker but when I tried adding the same to the second board, I got charged a prorated fee which was insane, so I removed them.
However, is there a way that I can add members to the HR Department workspace so they can have access to both boards without adding them as guests?
Will this incure in another cost?

Sorry for the confusion!
Because Premium is an upgrade for a Trello Workspace, it’s charged per Workspace member per month or year. So, every additional member that you invite to be a member of your Workspace will incur an additional charge. You can still invite people directly to one board in the Workspace without being charged. However, if they are on multiple boards, they will become multi-board guests and will be billed at the same rate as a Workspace member, please see our "Multi-board guests" page for more details about it.
As those members aren’t in your Workspace, they won't be able to add Power-Ups, and you won't have the Workspace management aspect of Premium, but, paying for them allows them to maintain access to some Workspace resources while keeping them out of all Workspace resources.
So, I'm afraid there isn't a way to add a workspace member or guest to more than one board without being charged.
Since you weren't expecting this charge, we'd be happy to help you cancel your Premium subscription and offer you a full refund of this charge. Then, you could remove any unneeded members or Multi-Board Guests from your Workspace and sign up again.
