Admins can set the visibility to public. Please check this trello guide - https://help.trello.com/article/789-changing-the-visibility-of-a-board-to-public-private-or-workspace for reference.
Thank you for your answer. Yes, I am an admin. I've read the trello guide and it does not solve the problem. Every time I tried to make the board public, a dialog box showed up saying "trying to restore connection" and the public status, went back automatically to private. but it can't be my internet because it keeps happening whatever network I was using. any thought?
