How to create a service hook for Trello with Server based TFS and not Visual Studio online

We have a standalone instance of TFS 2017 and local PC copies of Visual Studio. No online Azure or VS.  Is it possible to add a service hook for Trello to this configuration or do we have to have an online instance of VS and / or AZURE?  I have created a board on my Trello account. Just don't know how to link up with it.  All the tutorials seems to indicate that you must have a VS Online account.

@Mark_Lamoureux webhooks are always sent to a URL, so if you want to register a webhook to a piece of code running locally you'd have to set up a local web server and create an externally accessible URL using something like ngrok (athough I'm not sure if that works on Windows, nor have I ever actually tried to create a Trello webhook using ngrok, ymmv :)
