Im trying to set up so we have a staff category and every time a new person is added to the staff category, their card with their name on it gets duplicated across into the not meeting activity requirements category, but im not quite sure how to do it.
When you say 'category', do you mean Trello's 'label' or 'list'?
Is the new person a user or a card?
Please specify. In the meantime, maybe you can try to automate it using Butler, with something like:
When user X is added to list Y, copy card to list Z
When label X is added to card Y (the user), copy card to list Z
