We are looking to have a single board for each project we work on. We are looking to create a template board that would allow us to select the team members on a project and have those names assigned to tasks automatically based on the role. And we would like to be able to set a project start date and end date and have all of the tasks automatically populate.

You could do this with labels, you could create labels for each project and when you create a card add a label to it.
You could then create an automation rule that when a specific label's added to a card will then add members to the card and set a due date.
