If you are a workspace admin, you can click on the automation page and select the member from the dropdown as shown below. Then you will see their automations but you won't be able to edit or remove them...
How can admin restrict them to not use automation, if they are only workspace members?

Anyone that is part of a Workspace or a board can create automations. We don't have a restriction that limits a user to create an automation. However, as Workspace admins in a Premium Workspace, admins can view and disable other users' automations if those automations are enabled on the current board.

Agreed. Go to https://trello.com/contact and select feature request to get it added to the list
