Correct, as per site: https://trello.com/pricing the price per user is actually 6$ when billed monthly and 5$ is for the annual subscription per month.

For every user that is either a Workspace member or a Multi-board guest (meaning they are members of more than 1 board in the workspace, the price for Trello Standard is $6/month or $60/year for each of these members

For those who are a member of just 1 board in the workspace, they will be free
