Help with team members (4 questions - help!)

We own a wine bar and want to use Trello for the following:

 

1) Announcements to all - *but*, we want to make sure no one can accidentally delete an announcement AND we want a confirmation when each of the 7 employees have READ that announcement.  How to??

2) Policies and Procedures 'manual' - just about 4 pages.  Should we just upload this in a PDF format?

3) OPEN & CLOSE list:  This doesn't change much, but it can.  Would prefer it was in the form of a check list that employee(s) must check off each day.  How can we set this up?

4) EVENTS - Upcoming events - want all employees to be able to see the upcoming "parties" and events the bar has scheduled, but don't want them to have the ability to adjust or accidentally change them.   Help!

#3 - You can put together a form checklist with two project specific automation rules which automatically creates a reportable and personalized ticket, including mobile notifications for each employee, so they can respond and submit it in real time.

The ticket SLA is configurable and used to automatically alert you when any checklist ticket is not submitted, or not submitted in a timely manner.
