Few editors, many users, cost?

If I have three people who will be editing boards (creating new boards, automation, custom fields et cetera) and maybe 10 more who will only use the boards (create cards, move them around) how does the pricing work for that? Is that 3 paid users or 13?

I apologise if this has been answered before but I can’t seem to find it.

It will be 13 users. Boards/project administrators and end users will consume the same type of license.

If the 10 can be single board guests, then you do not need to pay for them.
