if an employee has been layed off and has all the trello rules and butlers how can I transfer all her rules to the board - also how can we make it so that anyone can have access to the rules if this was to happen again
One thing I would suggest to any business using automation for Trello is to create a specific account with a shared email address purely to create and run the automations.

Sadly, there's currently no straightforward way to change an owner of automation on a board.
Normally what we suggest when someone has created many automations and they plan on leaving the team, is to transfer those automations to another person beforehand. I can understand that doesn't really help now since that person has already left.
I don't know all the details of how and where those automations were created, but you could check if they were shared by the owner in a Command Library. Here's more about that: https://support.atlassian.com/trello/docs/working-with-command-libraries/
You can also submit a ticket at https://trello.com/contact providing more details about the user in question and your Workspace, so we could see if there is any workaround here.
