My client uses Trello and is curious if, under his free account, would an archived board free up the number of active boards so he doesn't breach the 10 limit?
Yes indeed!
A free Workspace can have 10 open boards at any given time. Archiving one of those 10 boards would open up a slot to create a new one. If an archived board needs to be accessed, you could archive one of the 10 open boards, review its content, then archive it again.

Note that deleting a board cannot be undone, so make sure you're closing/archiving the board and not deleting it permanently: https://support.atlassian.com/trello/docs/closing-a-board/
