I'd like to be able to create labels that will appear as a option on every card on every board.
For example: I create a task and label it "phone call"
If I create a different task on a different board, I'd like that "phone call" label to be in the label list.
I'd then be able to use my workspace table view to sort all of the phone calls I need to make.

Do you need it to be a label? Were I in your position, (provided you have admin permissions) I would just create a custom field, and add new options when the need arises.
