How do I open up (for viewing only) my board to people without a Confluence log-in. No one can remember how to do it. I have one Board already set up like this.

Are you trying to share a Trello Board on a public Confluence page? If so the board and the page need to be public. If you are doing this it seems like you could save yourself a step and just share the board. Below are docs on how to setup a public Trello board, embed a board in Confluence and make a Confluence page public.
I would suggest looking at the Trello board and Confluence page that is already in place and see how it is configured. It could be that you are using an app or powerup to make it happen.
