My company are looking to buy 10 licenses for Trello. Procurement would like to manage the account without using a license (procurement would not need to 'use' the software). Could a free admin account manage/invite 10 other licensed accounts?

If someone needs to use Trello paid subscription AKA Standard/Premium workspace and needs to manage the subscription, you'll have to be the one who creates a Trello workspace and upgrade it to Premium or standard- So a license is required in this case.
Once you have your Premium workspace set up, you'll then be able to invite users to it which will grant them a license under that workspace (Standard/Premium is a single workspace subscription). Once that is done, you can remove your license and have the Trello workspace admin transferred to another workspace member.
After which you'd not be able to manage those users for the specific workspace, but you can still manage the users as a whole if you've created an Atlassian organization, As an Atlassian org admin, you have the ability to manage the Atlassian accounts themselves but not the Trello portion as this isn't available through the Atlassian organization.
