I added a workspace member to a premium account (which is billed) but that member cannot see all the boards of the Workspace. However, it is strange that she only can see one random board.
I can't see the advantage of adding somebody (and paying) as a workspace member if she has no access to all the Workspace boards. I believed that was the purpose of it.

Adding an individual to a workspace does not automatically give them access to all the boards. Boards have their own unique permissions. https://support.atlassian.com/trello/docs/changing-permissions-on-a-board/ You can make all boards workspace visible and then they will be available to users added to the workspace.
A free user can only have access to 10 boards. So if you have more than that you would need to have a paid account or they would only be able to use 10 boards at a time.

I am very new to this app, I have a mottorcycle dealership, we have one board, but multiple cards, we may add one more board, but for the most part will be operating off the one board. Do I have to pay for all the people that access the app, or is there a way to access under user names but not make them paid users?

If you have one board that you are going to share the individuals accessing it could use the free plan. https://trello.com/pricing
