Can Observers add documents or only observe them

Can observers add documents or only observer them?

If they want to add documents, do they need to be a member and then we have to pay a monthly fee?

Observers can't upload documents - see this help page:

Observers are board members that are able to view a board and the cards within the board, download card attachments, comment and vote on cards (if that is enabled for the board), and export the board. 

Observers are not able to move or edit cards, upload card attachments, tick the box on a checklist item, and observers can't change board settings.

You could consider adding users as single-board guests instead (which are also free in paid plans)? See this help page:

What can a guest do? 

A guest is a normal board member by default and can make changes to the board just like other normal board members.
