I have 5 managers that must use Trello, so if I pay for the premium version for them, can my other co-workers use it for free and without breaking any laws and with some limitations?

You can use the Trello licensing model to your advantage if you only need the other 40 users to work on a single board

In Trello, you have:

  1. workspace members, these are billed at the full rate and have access to the workspace and boards that are workspace visible
  2. workspace guests, these are people who are members of boards but not of the workspace. they can only see the board they are members of
    1. Single board guests, these are members of a single board in the workspace and are free
    2. Multi board guests, these are members of more than one board but not workspace members. They can only see the boards they are members of and these are charged at the same rate as workspace members

You can monitor the numbers by going to the members page, you can see workspace members, multi-board guests and single board guests.  If you add a single board guest to another board, Trello will give you a warning that they will be charged before you commit.  Be careful with this if you are paying a yearly subscription because the years subscription for a workspace member or multi-board guest is not reversable once you proceed. Less risk if you are paying monthly
