Please, stop SHOUTING, it is hard to read and many people find it quite rude as well.
Trello is not an issue tracker or people tracker, it is more of a to-do list or "fridge magnet note" pin board. It is not designed to track people's work, performance, or productivity, it's just about getting stuff done.
It sounds like you should be using something with more tracking than Trello provides off-the-shelf. You might want to look at the power-ups Trello has for logging time, or think about moving to something with more of a workflow engine (I mean Jira here, of course)

You are correct that it is not a good tool for tracking and reporting on performance. It is much easier to do this in Jira. Depending on what you would like to track there are some power-ups that can help.
