We have requirement to download all pdf documents currently attached to our Trello Boards so that we can store on a central OneDrive folder to comply with our Corporate GDPR policy. To download each pdf individually will be too time consuming.

@Stephen Saunders it sounds like you probably want the cards to retain links to the individual files, rather than just downloading them once right? So whereas currently a card contains an attachment, you want to download that file to OneDrive and replace the attachment on the card with a link to the file in OneDrive, correct?
The only way to do that is with the API, this Trellinator function would do it but would save the files to Google Drive:

It wouldn't be too challenging to implement a OneDrive replacement for the downloadFileToGoogleDrive method as a sort of one-off thing to do this across all your boards, especially since we would only need to authenticate you once.
