When I complete the form for Classroom license, I get the following error: "Something went wrong, please try submitting your request again." I tried it a few times and made sure all the fields were filled. Is the form not working?
I plan to use a Trello workspace to invite students to collaborate on a board throughout the semester. I do not want students to pay. I understand that boards can have guests, but I am a bit confused about the limit. Can there only be 10 guest board collaborators even on the Standard or Premium tiers?
Do I have to limit the number of students participating in a board to 9 (plus me)? Is there any solution if I have more than nine students in my class?

If you upgrade a workspace to premium you can add more than 10 guests to a board. As long as each student is only joined to one board they are considered a single board guest and not billable. You would only have to pay for your license. Both standard and premium Trello subscriptions allow you to invite more than 10 guests to a board.
