Tenho uma plano Premium e preciso adicionar membros a minha área de trabalho.

Esse membros podem ser os gratuitos ou Standard?

Entendo que serei cobrado por usuário a mais que eu adicionar na minha área de trabalho, porém, qual o valor por usuário?

Oi @VONEY! Então, você pode adicionar qualquer usuário do Trello como membro da tua área de trabalho, ou como convidados da sua área de trabalho independentemente do plano que eles tenham. 

Sobre a sua segunda pergunta, os valores seriam 10 dólares por usuário caso você tenha a assinatura Premium mensal, e 12,50 dólares caso tu tenha a assinatura mensal. Você pode ver mais detalhes sobre os preços neste link: https://trello.com/pt-BR/pricing
