Usually this is one of 2 situations:
- The person is deactivated from the workspace, which deactivates them from the boards
- The person's Atlassian account is deactivated
For #1, if you're an admin on the workspace you can check their account to see if they're deactivated and can reactivate them. See this doc — https://help.trello.com/article/1029-what-is-a-deactivated-user
For #2, if you don't manage other people's accounts in an Atlassian Organization, they'll need to reach out to Trello's support team and they can check the accounts to see why they're deactivated. For security purposes, the deactivated individuals should write to support at http://www.trello.com/contact.
