I just visited this instruction page and the instructions are based on the old trello view. They say to view the members in the menu. Nowadays the members are on the top of the board. Can someone update this?

It sounds like they may be a part of an A/B test that we are running. Sometimes the Trello team tests out some features. They do this by making it so that, in this case for example, most Trello users see the older member view and you may see them at the top of the board. The reasoning behind this is to see if one resonates better than the other with users. Unfortunately, while we are running those tests we aren't able to update the help documentation as the tests change frequently.
I have let our team know about your feelings so they can take them into consideration for future updates! I'm sorry for the confusion!
