Issues with Label Tooltips Covering Other Labels

Does anyone else have issues where the label tooltips are then covering up the next label in the list? see photo:
This means that as I go down the list, clicking multiple labels, often I'm unable to clock on one because the tooltip is blocking it (in the above example, the tooltip from the dark blue "Development" label is covering up the light blue "Data" label.
This is infuriating as not only is it a pointless tooltip - I can see it's blue and it says "Development" on it, but the hover time before it shows is very short, so it comes up very quickly.
Does this get in anyone else's way? could it be moved to somewhere not in the way, or the time before show be made to be much longer?
