Hello @Stefano Galati in our org we're currently focusing on empowering our teams and boosting their productivity by using tools that simplify their daily work. For us, metrics are valuable tools for improvement and removing impediments, not for control. I hold fortnightly meetings with our team leads where we discuss how they're using the tools we provide, what they like or dislike about them, and how we can enhance their day-to-day experience. We always take their ideas and suggestions into consideration to ensure the tools truly serve their needs.

No matter the load when work is simplified you can reach any target set.

Great Article; thank you.

Keep in mind that are really 2 types of PMO.  A command in control model and guide and train model.  

These two types do have good and bad philosophies.

I.E. Command-n-control may not let the team fulfill their own destiny.  Guide & Train, may not get the overall picture of when & how work gets complicated.
