Hey Khoi, 

Any page subscribers/incident subscribers would be notified of the post mortem being added to the page should the option to send notifications be enabled at the time of posting the post mortem to the resolved incident. 

The post mortem will be accessible to anyone with page access, or so long as the end users have access to the incident should it be on an Audience Specific page.
