When an incident is resolved, and a post mortem is published. Would it be shipped via emails or will it be posted on the Trust portal? And to whom would it be delivered to?

You can choose to send the postmortem to your subscribers by clicking the checkbox in the postmortem screen. It will also show in the incident itself. Hopefully, this helps you out!
