We would like to have more configuration options for our templates. For examples, we'd like to have a default toggle for "Send Notification" for incident creation, and then resolution, but not all the updates in between.
We'd also like the option to have more configurable defaults for which components are affected by different types of incidents.

Understand that you would like to have more flexible options for Incident Template configuration.
Unfortunately, the options you mentioned are not available, and because Statuspage is a SaaS product so the format of the incident template is applied to every Statuspage customer. which is not possible for customization.
In order to have further assistance on this subject, it would be great to reach out to Statuspage Support, and my colleague will take it from there and collect your expectation in detail to file a feature request.
