We were wondering how can we send sms notifications to our customers whenever an incident is reported, is there a charge for this? do we have to purchase any credits? How to get enrolled into this?

SMS subscriptions are only enabled for paid plans, see here (SMS messages are not charged individually per message, they are included in the cost of your subscription).
Also, SMS notifications are supported only in some countries, see here.
