Is it possible to notify subscribers with component's outage or major outage status?

Is it possible to notify subscribers with component's outage or major outage status?

I want to implement this functionality. Please let me know what I need to do ?

Subscribers will be notified that an Incident has occurred along with details on the status, however an incident-less Component status change will not notify Subscribers.
