Looked deep in the questions and articles and not quite finding what I'm after. 

Is an Atlassian License required for each of the subscription types and/or 'labeled user type'? 

PUBLIC

  1. Subscribers (Atlassian license required?)
  2. Team Members (Atlassian license required?)

PRIVATE

What do you mean by "atlassian licence"?

Statuspage users are of two types really - subscribers (who just really need an email address) and Team members who have an Atlassian account.  Both of these types are licenced by the application (for example, the free version lets you have two Team members and a hundred subscribers)
