How do I create a active component

I am pretty sure that I can create a component, and a component group

e.g. 

Component group  " NYS Dairy Farmers"

Component children  " Johns cows"

                                   " The Herd Farms"

So on...  I want to let subscribers get an auto email when say they update their information page.  How do I make the child object actually do that.  From what I can see  its not as simple as a hyperlink or anything like that.  I could see that maybe using some type of smtp notify when regirstring on those sites , but I really don't know.
