Can we make email mandatory as the notification choice for new subscribers?

Is it possible to ensure that users have to enter an email adress when subscribing, even if other notification types are chosen as well?

For example if a new user wishes to subscribe using SMS, then they would also have to enter an email adress. Desired outcome is that subscribing using only one notification type would not be allowed, unless it is email.
